It is the highest authority of the FNC. It is made up of the delegates from the departments where the departmental committees of coffee growers operate, who are chosen in six jurisdictions by direct vote of federated coffee growers, every four years, in the FNC elections. An alternate is elected for each principal delegate. The National Coffee Growers Congress meets regularly by late November or early December every year. During its sessions, the FNC administration presents its management results. The Congress also studies the problems of coffee growing, dictates the measures it deems appropriate for their solution, adopts initiatives aimed at the best performance of the coffee institutions and union, and approves the budgets and policies for their realization.
